A federal court in Texas issued a partial ruling found that incorporating the IHRA definition of antisemitism, as required by Texas’s GA-44 order, likely violated the First Amendment by chilling students’ speech critical of Israel. Specific IHRA examples labeled certain critiques of Israel as antisemitic, creating viewpoint discrimination. This restricted students’ freedom to express those views, though the court denied an immediate injunction, citing the need for more narrowly tailored relief.
