“It is sometimes said that ‘fish discover water last.’
And I think that applies to us.We’ve been colonized.
We’re a colonized people. We’ve lived in a corporate culture for the last hundred years. We’re surrounded by the icons, and images and propaganda, and how many hundreds of millions of dollars of constant advertising. It’s affected our ability to think. We censor ourselves all the time. We censor our goals. We censor our tactics and strategies. We don’t demand what we know we want and what we need. And that’s what we need to begin changing.”
— Richard Grossman, February 1997
The mass movements that declare themselves to be “what democracy looks like” are inspired - knowingly or not - by work that Richard Grossman began in the late 1980s. From him we gained knowledge not only about the corporation and its domination of our lives but also about methods for building a democracy movement. By “taking Highlander on the road” - engaging thousands of activists from hundreds of communities in a deliberative process of critically rethinking our assumptions, goals, and strategies - Richard taught practice, not just content.
Like Ella Baker, Myles Horton, and Rosa Luxemburg before him, Richard Grossman was influential in the years that he walked the Earth, and yet his influence continues to grow in the years since he died. Richard spoke of initiating a new movement far from the citadels of power, creating new understandings, coalescing democratic forces, and building such momentum that by the time the movement arrived in Washington D.C. and Wall Street it would be too late for the establishment to do anything other than hold up its hands and say, “we surrender.” This collection provides an empowering introduction to democracy movement building in the Richard Grossman tradition.

By What Authority is published by the POCLAD. The title is English for quo warranto, a legal phrase that questions illegitimate exercise of privilege and power. We the people and our federal and state officials have long been giving giant business corporations illegitimate authority. Today, a minority directing giant corporations and backed by police, courts, and the military, define our culture, govern our nation, and plunder the earth. By What Authority reflects an unabashed assertion of the right of the sovereign people to govern themselves.
